Pre-Sale Inspection
Most Penske vehicles undergo a pre-sale inspection that meets industry safety and mechanical standards, so you can be confident the truck you buy is in top working condition.
Condition Tiers
Level 1
Level 1 vehicles exceed DOT standards and represent our top condition tier. These units are typically newer and lower mileage, maintained to Penske’s fleet standards.
Level 1 vehicles may show light wear consistent with normal use. All major cab systems and controls are in working order, and the vehicle is free of fluid drips at the time of sale.
Condition of Major Components
- Powertrain – Mechanically sound, properly lubricated with no fluid drips, exceeds DOT requirements
- Brakes – Good operating condition, exceeds DOT requirements
- Tires – Tread and sidewall in good condition, exceeds DOT requirements
- Cab and body interior – Controls and systems working, no roof leaks, cleaned interior, no missing parts, normal wear
- Exterior – No major damage, lighting operable, washed, decals removed, typical cosmetic wear
Level 2
Level 2 vehicles meet DOT standards and may show moderate wear consistent with age and mileage. All major cab systems and controls are in working order, and the vehicle is free of fluid drips at the time of sale.
Condition of Major Components
- Powertrain – Mechanically sound, properly lubricated with no fluid drips, meets DOT requirements
- Brakes – Good operating condition, meets DOT requirements
- Tires – Tread and sidewall in good condition, meets DOT requirements
- Cab and body interior – Controls and systems working, no roof leaks, cleaned interior, moderate wear and light damage
- Exterior – No major damage, lighting operable, washed, decals removed, moderate wear.
Level 2 - Cab & Chassis
Level 2 Cab & Chassis vehicles meet DOT standards for the cab, frame, and mechanical systems. These units are prepared to Level 2 condition for the cab and chassis components but are sold without a refurbished box or body. Any existing box, liftgate, ramp, deck, or other body components are sold Level 4 condition and may require repair or removal depending on customer needs.

- Powertrain – Mechanically sound, properly lubricated with no fluid drips, meets DOT requirements
- Brakes – Good operating condition, meets DOT requirements
- Tires – Tread and sidewall in good condition, meets DOT requirements
- Cab and interior – Controls and systems working, cleaned interior, normal wear
- Box or body (if present) – Sold Level 4, may require repair, may not meet DOT standards, intended for upfit or replacement
Level 3
Level 3 vehicles may not meet DOT standards and may require cosmetic or mechanical attention. These units are operable but show increased wear consistent with age, mileage, or usage.
Condition of Major Components
- Powertrain – Condition may vary, repairs may be required, functional
- Brakes – Condition may vary, may not meet DOT standards
- Tires – Tread and sidewall condition may vary, may not meet DOT standards
- Cab and body interior – Controls and systems working, cleaned interior, wear and minor damage may be present
- Exterior – Washed, decals removed, cosmetic wear or damage may be present, lighting operable
Level 4
Level 4 vehicles may not meet DOT standards. These units may require extensive mechanical or cosmetic repair before being roadworthy and are best suited for buyers planning to rebuild, refurbish, or use for parts.
